My temper gen 2 broke I thought it was the esc but I replaced that and it didn't fix it I checked the motor and it's seems to be fine but this is my first rc car like this and I'm not sure it's still doesn't respond to the controllerand all it does is make a really annoying noise when I turn it on

Hi @Kodah03, welcome to the forums!
Other than asking the obvious initial questions, did you plug everything in? Did you turn it on? All batteries fully charged? I am sure there are others.....
You also stated you swapped the ESC, did you happen to bind the new ESC to your transmitter properly?

When you say "annoying" noise. What does that mean? A lot of beeping?
Is the ESC the stock one?
